O.C. 20460 ornct or tHroKctmiff STATUS REPORT -- HAZARDOUS WASTE SITES Prepared by: Pesticides and Toxic Substances Enforcement Division Office of Enforcement U.S. Environmental Protection Agency The attached report summarizes the status of investigations at 13S hazardous waste sites throughout the United States as of April 3, 1979. The report consists of a chart which categorizes the status of activities on each site and narrative summaries of the problem and status of each Individual case. The listing and summaries are subject to change as developments occur. ' Because the eight categories are broadly defined, it is essential to refer to the case summaries for specific information. It should be noted that only cases where a determination has been made that no signi ficant hazard exists have been placed in the '`Data does not support imminent hazard action' category. This does not imply that the other sites present imminent hazards, but rather that litigation, investiga tions, or cleanup efforts are still in progress. Following is a brief explanation of each category on the chart: A State legal action in progress -- The site is the subject of current litigation by the State. B Federal legal action in progress -- The site is the subject of current litigation by the Federal government. C Site cleaned up -- The site has been adequately cleaned up. D Site cleanup in progress -- Some cleanup of the site has taken place; additional cleanup is needed. E H>A site assessment in progress -- EPA is collecting, analyzing, and evaluating data regarding the site in preparation for cleanup efforts or for litigation, if deemed appropriate. F Study in progress by other Federal or State agency -- A Federal (other than ETA) or State agency is conducting a study regarding the sits. Candy Box Fan LOCATION: Coventry, Rhode Island ' PROBLEM: Inactive. The site is a pig farm as well as a collector of chemical waste. Midnight dumping of damnable chenicals by out-of state truckers occurred in ditch areas. Substantial explosion and fire occurred on the sits in late 1977. The site contains an open pit containing damnable liquids and drums of various unknown chemical wastes. The site is located on a hill with a general slope to a tributary of the Moosup River. STASIS: State legal action pending against owners, transporters, and generators. The Governor has asked for a legislative appro* priation of $300,000 to clean up the site. The Rhode Island Department of Environmental Management Is actively monitoring the site. The state's request, EPA is evaluating legal and technical data to determine what Federal activity, if any, would be effective in assisting the State in cleanup and cost recovery efforts. NAME: Canton Site LOCATION: Canton, Massachusetts PROBLEM: Inactive site. Solvent wastes were dumped on site during the late 1960's and early 1970*s. Dumping resulted in local contamination of wells. STAKE: State is currently doing a site assessment. Wells in area are being monitored. City has obtained a grant to extend water lines into the area. NAME: City of New Bedford, Mass. LOCATION: New Bedford, Massachusetts PROBLEM: The 40-acre site contains 500,000 pounds of PC3 materials which were deposited in landfills from 1970 to 1974. No disposal of PGB materials since that time. Site is located in wetland area and is tributary to the Paskamanset River. STATUS: Leachate is migrating very slowly; no endangerment of groundwater supplies. Air sampling shows no levels greater than OSHA standards. State and local agencies will continue to monitor. Data does not support an inminent hazard action. HONS 013829 RESIGN I NAME: The McKin Company lOCATION: Gray, Main* PROBLEM: Inactive site formerly a solvent and oil processing facility. Partially filled bulk storage tanks and approximately 200 53gallon drums remain on site; tanks are badly corroded and immersed in six inches of oily liquid. The sits is located on a glacial outvash close to groundwater table. Several private drinking water wells were contaminated. STATUS: State of Maine filed suite in July 1978 against the company for damages and site and groundwater contamination. Monitor ing wells have been installed and the State actively monitors the site. A citizen class action suit has also been filed. IAMB: Silresia Chemical Corporation LOCATION: Lowell, Massachusetts PROBLEM: Inactive. The five-acre site stores 15-29,000 drums, as well as full stocage tanks. Severe ground contamination and leaking drums. Wastes include organic chemicals, solvents, and waste oil. Meadow Brook River, which flows into tha Concord River, is 500 feet from the property. Three monitoring wells have been installed. STATUS: Site cleanup is wdermy and approximately 700,000 equivalent gallons of waste have been removed from the site by NEW00. Cleanup of resaining 10,000 drums is expected to be complete by June or July 1979. Extensive ground and surface water and aibient air monitoring has been conducted by the Stats; addi tional monitoring will be undertaken this spring. The state is expected to expend $1.5 of appropriated funds for cleanup. NAME: Silva Property/Boscoe Trucking Company lOCATION: Rehoboth, Massachusetts PROBLEM: Illegal disposal of toxic wastes has resulted in contamination of ground and surface waters. STATUS: The site was cleaned up in the sterner of 1978 at a cost of approximately $125,000 from the State's oil spill contingency furrl. Suits have been brought by the State against Silva and Boscoe seeking to recover costs for cleanup and removal of wastes and contaminated soil from the site. HONS 013350 RESIGN I NAME: Smithfield Chemical Landfill IOCATION: Smithfield, Rhode Island PROBLEM: The site accepted municipal refuse and liquid chemical waste until the Rhode island Solid Waste Management Law became effective in 1977. The toxic materials include toluene and trichlocoethane. - Later in 1977 an ordinance was passed making it Illegal to diznp industrial and chemical waste on public and private land. saaas: Superior court injunction closed the site to further dumbing of wastes in 1977. Since that time, the State has filed a comolaint seeking to remove the contaminated soils from the site. Wastes have not been removed. Regional options being evaluated. NAME: Town of Auburn LOCATION: Auburn, Massachusetts PROBLEM: A dike failure at an industrial waste lagoon caused an oil spill to an adjacent swamp with potential for contamination of reservoir and residential well water. STATUS: Many surface water, groundwater, and tapwater samples were obtained None indicated any pollutants above the Interim Primary Drinking Water Standards. Data does not support an Luninent hazard action. HONS 013831 RESIGN II HAMS: Chemical Control LOCATION: Elizabeth, New Jersey PROBLEM: A waste disposal site improperly handling 20,000 to 30,000 5S-gallon drums of hazardous chemicals. Some barrels marked flammable are stored near the incinerator. STATUS: EPA, Region II, which ha] prepared a RCRA $7003 action against the facility, deferred to a State action for injunctive relief. A Temporary Restraining Order CTRQ") was issued by the Superior Court of New Jersey on January 19, 1979, requiring rapid removal of 12,000 waste drums and other relief. State action was actively supported by EPAS as a friend of the court. A hearing on a pre liminary injunction was held February 8, 1979, after the defendant had failed to comply with the TOO. EPA provided five affidavits in support of the state case. Strong injunctive relief was granted by Judge Ackerman, which included the appointment of a receiver to supervise the cleanup of the facility, and to handle all books and assets of Chemical Control. NAME: Hyde Park Landfill LOCATION: Niagara Falls, New York PROBLEM: Inactive. The landfill facility disposed of organic hazardous wastes from 1954-1973. The sit: is presently being upgraded. There previously existed surface ponding and leachate migration. STATUS: Site assessment, leachate collection system, epidemiological study, and extensive monitoring in progress. State is supervising remedial actions. EPA and the Department of Justice are actively exploring appropriate enforcement action involving this site. NAME: Kin-Buc Landfill IOCAXION: Middlesex County, New Jersey PROBLEM: Inactive. The disposal site is a landfill area dealing with large quantities of organic waste, sludge,' acids, caustics, pesticides, etc. 14 acres of the 220-acre site have improperly disposed hazardous waste. The site is located 75 feet from a creek. STATUS: U.S. Attorney has filed litigation under the dean Water Act and Section 7003 of RCRA. HONS 013832 REGION II NAME: Lovfe Canal LOCATION: Niagara Falls, N6w York PROBLEM: Inactive. Various organic wastes were disoosed of on the 14-acre site. The facility is located 1/4 mile from a river. Leachate from the site migrates laterally into surrounding homes. STASIS* Site assessment, epidemiological study, and extensive monitoring in progress. State demonstration grant application mailed to EPA week of 2/5/79 asking for Federal assistance to facilitate remedial actions. So million in Federal funds have beat appro priated. Construction of a tile drainage system and other remedial measures are being undertaken. EPA and the Department of Justice are actively exploring appropcite enforcement actions involving this site. NAME: Necco Park Landfill LOCATION: Niagara Falls, New York PROBLEM: Inactive. Site had disposed of various organic and inorganic wastes since the 1930's. Physical factors for the landfill include a high tater table and little clay underlying. STATUS: Evidence of groundwater contamination found. State has taken action to install wells for groundwater pumping system. HONS OI3833 resign m NAME: tablet Asbestos Dump LOCATION: Anbler, Pennsylvania PROBLEM: Leachate from 20 acre asbestos-contaminated waste pile is entering creek; waste has migrated into playground. Dump is located in center of town and near a tributary of the the Schuylkill River. STATUS: State has ordered dumping to stop. Alternatives for erosion and leachate control are being studied. NAME; Army Creek (Llangollen) Landfill LOCATION: New Castle County, Delaware PROBLEM: The facility disposes of all types of waste, including liquid wastes, chemicals and oils, solvents, methyl chloride, waste acids, and glycols. Groundwater and aquifer contamination has resulted from the leachate. STATUS: Cleanup in progress. Leachate and groundwater system is installed and is containing the area of contamination. NAME: Bddystone Site LOCATION: Eddystone, Pennsylvania PROBLEM: The site was used as a storage-transfer station by the bankruot AEM Trucking Company. Twelve to fifteen trucks of waste are on the site. Several trucks are leaking; most do not appear to be roadworthy. There are approximately 200-300 drirns of miscellane ous waste dumped onto the ground. The site is located at the back of the Bddystone Industrial Park and is not easily accessible. STATUS: Because of lack of accessibility and snail mount of wastes involved, the site is not considered an imminent hazard. NAME: FR 4 3 Landfill LOCATION: Exeter Tcwnship, Berks County, Pennsylvania PROBLEM: Inactive landfill into which illicit dumping of industrial waste has been reported by residents. Manmade lagoons with ccecked liners are present on the site. Parts per billion levels of Industrial chemicals have been found in lagoons. STATUS: Site assessment In progress. MONS 013834 RESIGN m NAME* Galaxy Chemical Company IOCAXION: Elkton, Maryland PROBLEM: Inactive. The sites has lagoons containing industrial solvents. STATUS: Lagoons have been properly closed. NUB: Quarry IOCKCIGN: Elkton, Maryland PROBLEM: Galaxy Chemical used abandoned quarry to dispose of drums. Lagoons used for liquid -waste disposal. Possible groundwater contamination simus: Drums have been removed and lagoons filled. NAME: Southeast Wastewater Treatment Plant LOCATION: Philadelphia > Pennsylvania PROBLEM: Approximately 200-300 drums of waste were discovered on an old landfill when site cleaning for construction of a wastewater plant began in October 1978. The drums appear to be in good shape and the site is not easily accessible to the public. STMOS: The City has proposed to have the site preparation contractor dispose of the drums, possibly in New Jersey. The contractor is sampling the landfill material to determine if any hazard exists. Prompt removal of the landfill material Is essential tor the construction of expanded and upgraded wastewater treat ment facilities. EPA has sued the City for prompt construction. EPA will work with City and State agencies to find a suitable disposal site for the material should the current disposal site become inavailable. ' HONS 013835 RESIGN UI NAME: Southwest Wastewater Treatment Plant LOCATION: Philadelphia, Pennsylamia PROBLEM: Approximately 1,700 drugs of various industrial wastes were dis covered ad uncovered by the City of Philadelphia in December 1978/ January 1979 when preparing to expand the sludge handling facilities at the waste treatment plant. Most droits were badly deteriorated, and many were broken when excavated. The area on the back side of of the treatment plant site near the approach to Philadelphia Inter national Airport is not readily accessible to the general public, although it was used as a dmp by area contractors. SHOTS: Sanples of materials were taken and analyzed, and the City has since reburied the drugs. Groundwater saaoles have been taken and are being analyzed. The City has contracted a consultant to study the problem and recommend the best solution; EPk is overseeing the study. NAME: Tobyhanna Army Depot Landfill LOCATION: Tobyharma, Pennsylvania PROBLEM: 3,000 acre landfill with approximately 1,000 drums containing chemical wastes buried in the landfill. Drugs may have been dumped in stream. The landfill is not lined and is on a former sump with a stream cunning through it. Thera is a possibility of drum leakage which could result in contamination of groundwater. SHOTS: Groundwater monitoring wells are being drilled. Disposal records are being obtained by EPA under Section 303. NAME: Transformer Sales LOCATION: Youngsville, Pennsylvania PROBLEM: Approximately 500 drums, many containing PCB's, are . improperly stored with "hot spots" in the soil around the warehouse caused by spills. SOOTS: "Hot spots' are being removed. Site assessment is in progress. HONS 013836 JBVMB: Wa3e Sit* REGION III tOCKTION: Chester, Pennsylvania PROBLEM: Bankrupt industrial drum recovery and waste disposal operation located on Delaware River. The site is deteriorating,' resulting in vapors and spilled materials; fire damage is acute. STATUS: Site assessment is in progress. HONS 013837 REGION IV NAME: Activated Metals and Chemicals LOCATION: Se/iec County, Tennessee PROBLEM: Contractor Oscar Dunn buried 4,000-6,000 pounds of spent nickel catalyst on his property--a ridge too about one half mile fraa the middle fork of the Little Pigeon River. Mr. Cum did not have a State permit. STATUS: EPA/State personnel investigated site 3/30/79. Company agreed to dig waste is and dispose of properly by 4/6/79. NAME: Allen Chemical Drop lOCATION: Rayvick, Kentucky PROBLEM: Site closed and cleaned us. The dump was used in 1976 to dinose of waste solids illegally. The site contained hundreds of druns. AIT intact drums were taken back by generators and disoosed of properly. Nonhazardous residues were taken to the Lebanon, Ky., landfill. local wells were monitored by EPA for contamination, since some drums had already been emptied. Wells sampled 2A/77 by EPA showed no contamination. STATUS: Site cleaned us with assistance from EPA. EPA has scheduled follow-up monitoring for sumoer, 1979. NAME: Allied Petroleum lOCATION: Vhitehouse, Florida PROBLEM: In June 1976, the EPA became involved in a 200,000 gallon oil spill from a waste oil pit near Whitehouse, Fla. Allied Petro leum, a waste oil reclaimer, constructed a series of six pits beginning in 1958. The pits were abandoned in 1968 when the company filed bankruptcy. In response to the spill, EPA hired a cleanup contractor and condcuted groundwater monitoring. STATUS: Site cleaned up. EPA to conduct follow-uo monitoring in sunset, 1979. HOMS 013838 REGION IV NMC: Anniston, Alabama LOCATION: Calhoun County, Alabama PROBLEM: Approximately 10,000 drums of highly acidic waste were stored In two open storage areas and abandoned about 1974. A fire broke out at the site in 197S and two firemen became ill. Company that generated the waste (DuPont) repacked and disposed of wastes in approved hazardous waste facilities at a cost of about $650,000. The sita was treated with limestone and graded. Under contract to EPA, raw systems provided technical assistance in resolution of the problem and assessment of environmental damage STATUS: Site cleaned up. EPA conducted monitoring stapling on 3/27/79; analytical results expected in Hay. MAME: Blount County, Alabama LOCATION: Blount County, Alabama PROBLEM: Numerous dunp sites (five visited by EPA) exist in abandoned strip mining area. Oily sludge containing heavy metals dumped by inknown persons. SIMUS: Stats solid waste agency thinks waste is coming from Birmingham industrial area. State is investigating. NUCt The Brickyard LOCATION: West Point, Kentucky PROBLEM: An inactive disposal site containing 5,000-7,000 leaking and damaged drums of hazardous chemicals. Two streans on the property empty into Salt River; two public water wells located near site. STATUS: State administrative order issued to owner for cleanup for site. Site assessment in progress. State administrative hearing concluded; pending hearing officer's ceoort expected to outline an approved plan for owner cleanup of site. HONS 013*39 RESION IV NAME: Creosote LOCATION: Tennessee River near Decatur, Alabama PROBLEM: In November 1977, the EPA responded to a renorted oil spill at a barge txiloading area connecting to the Tennessee River. The reported oil sheen was caused by approximately 200,000 pounds of ooal tar creosote that was soilled or dunned into the rive; in 1954. In 1977 and 1978, EPA sampled arri analyzed water and river sediment. - STATUS: Bulk of creosote still at bottem of river. EPA conducted follow-no sampling 1/30/79. Analytical results are expected in April. . tWE: Destructo Cheatway * LOCATION: Gastonia, North Carolina PROBLEM:~ In June 1977, EPA responded to a ssill report at Destructo Chanway Corp., a waste incineration and storage facility. Vandals had opened valves on six tanks. EPA secured the site and entonbed 32,000 cubic feet of contaminated soil on-site. Under State order, the company removed 1,000 55-gallon drvans and some bulk liquid. Remaining material stoced in a steel tank is to be removed, disposal sites. STATUS: Site cleaned up. EPA condcuted follow-up monitoring 2/5/79. Analytical results expected in April. NAME: The farm LOCATION; West Point, Kentucky PROBLEM: taproximately 600 leaking and decomposing 55-gallon drums containing hazardous chemicals are stored near confluence of the Salt and Ohio Rivers. Damaged drums are leaking into the river. 3IAIUS: Surface drums have been cleaned up; buried drums are still in place. Site assessment in progress. State of Kentucky is considering administrative action against owner and persons responsible for dumping drums. MONS 013840 REGION IV NAME: Ft. Gillara Old Landfill IOCATTCN: Atlanta, Georgia PROBLEM! landfill contains old narcotics, oils and various chemical* (approximately 3,862,000 cubic feet). - STATUS: Inspection of two disposal areas was made on 3/22/79. Environmental Control personnel at Fort Gillara have taken water and waste samples Cor analysis, and intend to continue to work with Georgia EPO in correcting any problems and developing an effective monitoring program. EPA will continue to gcovide technical assistance. ' IAMB: Gordon Services Company, Inc. LOCATION: Gordon, Georgia PROBLEM: In August 1978, EPA participated in a Task Force to review Gordon Services Company, a hazardous waste landfill in operation since February 1978. The company's operating permit was suspended until the company can answer questions raised by the Task Force. STATUS: Site assessment in progress. EPA split groundwater monitoring well samples with Georgia EPA on 1/15 and 1/19/79. Orqanic analysis exoacted to be completed in April; metals analysis shows no contamination. (AME: Larue County Landfill LOCATION: Near Hodgenville, Kentucky PROBLEM: A citizen reoorted that pesticide wastes had been dimmed in the municipal solid waste site and the wastes were contaminating her well. STATUS: EPA sampled the well and the leachate from the landfill in 1978, and no toxic chemicals were found. Rasampling is scheduled for April 1979. HONS 013841 RE3I0N IV NAME: Lee'a Lane Landfill LOCATION: Louisville, Kentucky PROBLEM: In March 1975, the local fire department detected explosive gas in homes adjacent to Lee's Lane Landfill. EPA saaoles taken 3/29/75 confirmed the presence of methane and also vinyl chloride. The landfill had accented municipal and industrial taste intil it was closed in 1975. EPA has con tinued to work with the State to have remedial actions taken. EPA's NEIC sampled the area in January 1979. STATUS: EPA monitorin; site to determine methane levels. Jefferson County installing methane venting system. SAME: National Haste Oil IOCATION: Chattanooga, Tennessee PROBLEM: In June 1978, National Haste Oil filed bankruotcy and abandoned 150,000 gallons of contaminated oil and sludge. Sanger was tied to the possibility of heavy rains, which could cause the open storage tanks to overflow into a nearby creek and eventually enter the city water system. In July 1978, the EPA decontaminated water mixed with the oil by using its mobile carbon filtration unit. The contaminated oil wes incinerated. EPA conducted sample analyses. STATUS: Site secured. State filed nuisance action against firm for site cleanup. Owner to remove sludge, grade and cao site. EPA has scheduled follow-up monitoring for summer 1979. NAME: New Hanover Landfill LOCATION: Flemington, North Carolina PROBLEM: Citizens complained that the municipal landfill was contaminating their wells. The State conducted a groundwater study but did not analyze for organics. No drinking water standard was exceeded in the well samples. There was same runoff into the Tennessee River. Army ordered by EPA to present long range cleanup plans and health studies. STATUS: EPA working to ensure proper cleanup. NUB: Reeves Brothers LOCATION: Rutherford, North Carolina PROBLEM: Reeves Brothers Company's wastes were hauled by a contractor to his farm and dunped into a pit. Flanmable solvents (including tnolene) and rubber solids have been buried there for about 10 years without a State permit. STATUS: EPA/State personnel inspected the site in March, 1979. The State required Reeves to separate the solvents from the rubber solids. The solvents will be recycled or incinerated and the rubber solids will continue to be landfilled. North Carolina Hater Quality has checked groundwater and surface water and ro contamination detected. HONS 013143 w NAME: Renroh, Inc. LOCATION: Holly Ridge, North Carolina PROBLEM: Hundreds of drums containing dinitrophenol, many leaking, have been stored in a warehouse with a collaosed roof. In accordance with an order by the Onslow County (N.C) judge, the area around the dilapidated vwehouse has been secured, cleaned uo and fenced to prevent accidental contact with this material. STATUS: State of North Carolina and City of Holly Ridge filed suit for clean-up and proper storage and disposal. EPA testified at a hearing on 2/5/79. Judge ordered construction of fence end proper disposition of material. A meeting on March 13, 1979, with officials representing a third party interested in recy cling the dinitrophenol may prove fruitful in the weeks ahead. A preliminary meeting of the parties has been tentatively set for April 17, 1979, to discuss various alternative methods and costs of disposal, recycling, etc. SAME: John P. Saad & Sons -- Haste Oil Reclaimers LOCATION: Nashville, Tennessee PROBLEM: An insoectlon of the storage tank area and holding oond was made on April 3, 1979. An eruption of noxious gases occurred in March 1976. Apparently, one drua contained dichromate and another drum contained dichloro isocyanurate. Approximatedly 200 drums and associated contaminated soil were removed from the site. The EPA provided analysis of air samples during the clean-up operation. STATUS: Site cleaned up. NAME: Velsicol Chemical Corporation LOCATION: Hardemen County, Tennessee PROBLEM: Burying of 300,000 drums of pesticide waste ended in 1972. A USSS study indicated that the waste had migrated vertically and laterally, as well as wetland in surface washoff. Adjacent water wells were contaminated by pesticides. STATUS: EPA site assessment in progress. Ccmcany has committed funds for cleanup and health studies underway. EPA Region IV has submitted comments to the State concerning Velsicol*s crooosed plan of study and proposed corrective action plan. STATUS: Barrier veils vere installed and concentrations have been decreasing. Since confirmation of contaminated ground-water, there has been regular monitoring of nearby residential wells. A wastewater treat ment facility was contructed for discharge of effluent emissions. SAME: American Recovery Co., Inc. LOCATION: E. Chicago, Indiana PROBLEM: facility processes, stores, and distributes oils, solvents, inorganics, etc. Four million gallons of material is in above ground bulk storage. The site contains 20,000 drums plus 500,000 gallons bulk storage of cyanide, solvents, inorganics, etc. STATUS: Proprietor is cleaning up site and reducing safety hazard in compliance with State administrative order. NAME: Fisher-Kalo Chemicals and Solvents Corporation LOCATION: Kingsbury, Indiana PROBLEM: Processing, treatment, reclamation, and disposal facility still purportedly accepting wastes. Warehouse, open field storage 60,000 drums, several million gallon bulk storage. Wastes includes acids, cyanides, and chlorinated solvents. Site in sand-dune area exhibiting approximately one square mile of contamination. Ground and surface water pollution highly probable. Residents have complained of facility. The 40,000 dram and one million gallons in bulk storage were poorly operated under former ownership. STATUS: State agreed order was obtained in June 1973 for reduction of inventories. HONS 013855 RB3I0M VII NAME: Conservation Chemical Company IOCATION: Kansas City, Missouri PROBLEM: Site has received pickle liquors from steel manufacturers and numerous other chemical solutions, averaging approximately 500,000 gallons of waste per month, 'fasts disposal of pickle liquors and fly ash will continue through April 1, 1979. The site is located on the river side of the levee at the joining of the Missouri and Blue Rivers. STATUS: Missouri Clean Hater Commission issued abatement order for closure of site by 4/1/79. The abatement order is being evaluated for potential illegal actions. Region VII is performing a site evaluation for completion by 5/31/79. Frontenac waste Oil Storage Site LOCATION: Frontenac, Missouri PROBLEM: Site has about 10,000 gallons of waste oil containing PC3s. The facility is located in a residential area and has a tank on a steep hill overlooking a creek. The site is in poor condition and has no spill prevention plan. STATUS: Cn 12/1/78, City obtained court order for disoosal of oil within 60 days. Order referenced disposal olan of Missouri Department of Natural Resources. SPA consent agreement signed 12/7/73 foe disposal of the material. On 3/30/79, contaminated waste oil was transported by truck to a state approved incinerator in Baton Rouge, La., for disposal. Approximately 1,200 gallons of tank bottom and absorbent have been removed and disposed of. The tank is decontaminated. NAME: Sit k Certain-teed Corporations LOCATION: St. Louis, Missouri PROBLEM: The area consists of adjacent sites containing asbestos-contamined waste generated fran the manufacture of tile. The sites are located near a stream which enters the Missouri River. Certain-teed operations have ceased andthe property is up for sale; GAF tile production is expected to cease in early 1979. STATUS: Certain-teed is de/eloping a cleanup plan which may include a proposal to remove the asbestos- contaminated waste from the area. GAP has developed a Dtooosal to regrade their dumos to minimise erosion. The site would also be covered with six inches of soil and seeded with grass. About the sane time, breached lagoons and contaminated runoff resulted in fish kills. There are over 36 monitoring wells. HONS 013858 RE3I0N VIII NAME: Butts, Montana Radiation Problem LOCATION: Butte, Manta PROBLEM: Radium contaminated tailings from copper and phosphate activities was used as fill material throughout Butte. Radium contaminated slag from phosphate and copper srelting was used as aggregate in road construction, sanding roads, cement block and prestressed ooncrete beams in home and buildings. Extensive tailings deposits and an unusually higher natural background in certain geological formations in the area add to the already high radiation levels in Butts and Anaconda. STATUS: State study in progress with technical assistance from E?A. Funding to continue problem definition needed by State. SAME: Colorado Radium Problem LOCATION: Denver, Montrose, Boulder, and Grand Junction PROBLEM: A flourishing radium refining industry in Colorado during the period 1910 to 1930 left thirty or more contaminated sites around the State. The majority of these are in Denver and include vacant land, streets, industrial sites and buildings. All are impacted by residual levels of radioactive radiue-22S which have the potential of impacting public health. STATUS: The Colorado Department of Health, EPA, DOE, and 001 are furnish ing resources in teens of personnel, equipment and expertise to further characterize the extent of radium contamination. EPA is represented on the task force and will provide some funding. Very complicated legal issues are involved. NAME: L. C. Corporation LOCATION: Denver, Colorado PROBLEM: Facility disposed of acid wastes by placing them in plastic lined storage pits near San Creek. Acids were partially neutralized, but storage pits are still highly acidic. Potential problen of toxic or hazardous materials leaking from pits into San Creek. STUBS: As the result of an out of court settlement, the firm is anticipated to mdertake cleanup of acid waste dump site. NAME: Lowry Landfill IOCATION: Denver, Colorado PROBLEM: Site serves a major landfill area for all sorts of hazardous wastes. Leachate is moving very slowly. The landfill had experienced fires fairly often vkiich caused air pollution. STATUS: On-site leachate found but.no migration. Operational impcovemente made based on contractor study. Hazardous waste peoples potential to be investigated. Region VIII will continue to monitor. NAME: Morgan Chemical IOCATION: Great Falls, Montana PROBLEM: Inactive. Facility disposed of pesticides waste in septic system and in a small, long trench on tie property. Meat packing is now done on the pcoperty. A dog death was reported to have occurred at this facility, allegedly from contact with the discarded pesti cide waste. STATUS: Pesticide trench waste aovered; septic system repaired. Site cleaned up. . MONS 013861 REGION Till NAME: Vitro Tallin}* Pile . LOCATION: SOUTH SALT Lake City, Utah PflOBLQI: 2.3 million tons of radioactive tailings have resulted from processing of uranium ore. Radon gas problem in area surround ing site. The groundwater flowing through the site flows into the Jordan River which eventually finds its way to the Great Salt Lake. Presently unstabilized tailing pile site in the center of Salt Lake City's population location. STATUS: ' P.L. 95-604 provides for eventual remedial action at such sites as Vitro rndec the direction of COE utilizing SPA standards and criteria. HONS 013062 NAME: Hooker Chemical Campary RESION IX LOCATION: Lathcop, California PROBLEM: Pesticide disposal site located at facility. Pesticides such as DBCP and sulfur have been found in groundwater and drink ing water wells. SHOOS: The State and Regional drinking water Quality Control Boards and the State Department of Health Services have investigated the situation. The State Water Quality Control Board issued a cease and desist order to discontinue certain on-site dis posal operations. NAME: Stringfellov Class I Disposal Site IOCATION: Riverside County, California PROBLEM: Inactive. Facility handled wide variety of industrial wastes. Pollution of groundwater from leachate and surface water from storms has resulted. There are 13 wells below the site used for groundwater monitoring. STATUS: State of California Legislature appropriation of $375,000 and $100,000 from an enforcement abatement fund are being used fbc cleanup. Cleanio is in progress. MONS 013863 REGION X NAME: Alkali Lake IOCATION: Near Lakeview, Oregon ' PROBLEM: Inactive. 25,000 drums of pesticide manufacturing residue and other cheaical wastes were buried in shallow trenches in 1977. The facility is State-owned and is located in an isolated, enclosed basin with no known surface or subsurface outflow. Annual precipitation is less than 20 inches. Haters which accumulate in the basin are lost to the atmosphere via evaporation and transpiration. A groundwater monitoring pcogrn has been established by the State to detect any migration of the buried waste. Monitoring results to date indicate migration of the wastes has occurred but is confined to the shallow water table which has no known use. Under existing climatic conditions migration of the waste to the deeper aquifer is not expected. Such migration would be likely to occur only as a result of long-term changes in climate (e.g., significant increase in annual precipitation). STATUS: State is continuing the monitoring program. Data does not support an imminent hazard action. LAME: Baker GIP Ponds LOCATION: Conda, Idaho ' PROBLEM: Active. Radioactive waste disposal facility is located at the margin of an alluvial basin. The leaching of heavy metallic waste into a stream bypass culvert is a major source of pollution in Blackbird Creek. If the culvert collapsed, all discharge of tailings pond would begin moving to the stream system. The major trheat is environmental and not public health. LOCATION: Spokane, Hashington PROBLEM: Active. The aluminum reduction facility generates solid waste fran waste pot lining material which contains cyanide. The plant is located on sandy flatland overlying the Spokane aquifer and has recently reported that cyanide leaching from the waste piles and from wet pot cleaning ooerations has contaminated the aquifer. STATUS: Cn 10/11/78, Washington Department of Ecology issued an order foe the company to cease using the wet process for oot lining renoval. In December, die permit was amended to prohibit discharge of sanitary wastes to a pit which contains cyanide contaminated soil and waste. The County further ordered that the waste pot lining pile be covered to reduce leaching. Site is actively monitored by the County and the results shared with the State and EPA. NAME: Red Devil Mine Ponds LOCATION: Red Devil, Alaska PROBLEM: Inactive. The site consists of several small tailings ponds containing mercury and arsenic. These ponds are eroding and wastes are entering the tributary stream system of the Kuskowin River. Site is an isolated location 200 miles west of Anchorage and is accessible only by boat and air during non winter months. Aquatic life of the tributary stream could be threatened by a large, sudden release of the ponds. The Kuskowin itself would probably not be seriously impacted NAME: Simplot OTP Pond LOCATION: Pocatello, Idaho PROBLEM: Active. The large tailing pond of radioactive waste is located at the edge of a gravel plain. Major threat would corns from failure of pond to withstand erosion. There have been a number of leaks over several years but the soil has contained essentially all waste above the water table. The O.S. Department of Energy has an active orograa of waste solidification and is pursuing a permanent disposal solution. Annual precipitation is less than 20 inches. Significant public health or environmental problem would be likely to occur only in the event of major change in climatic conditions (e.g., significant increase in annual ocecioitation) that could result in flushing of previously spilled waste through the soil zone. Upon closure, site will remain a threat due too leachate generation and possibility of dike erosion which could expose wastes directly to tidal action. Site is to be closed in accordance with consent decree which provides for dike stabilization and final cover material which will minimize surface infiltration.
