Dear Dr. Kehoe:
It was an honor and great pleasure to be able to participate in the Kettering Laboratory program on January 11, and I was especially happy to see the progress which has been made in the new wing. The auditorium, conference room, and your office are certainly well-designed from a functional standpoint and the new wing blends very well with the previous buildings. I shall certainly attempt to come back for the dedica tion and hope for the earliest possible notification of the date in March or April in order to arrange my schedule.
It was very gratifying to have such a warm reception, and I have received several letters from the Fellows which I am in the process of answering. We hope to begin distribution of copies of the Digest to the Fellows this month, and have also added copies of other publications re quested. In return, I am asking the Fellows to keep me supplied with copies of case reports, reviews and theses which they will prepare in the course of their work in order that I may better know their special interests and capabilities. This knowledge may be of mutual benefit to the Fellows and IHF member companies who not infrequently ask about availability of trained personnel.
I should, at this point, advise you of a matter which may develop in the near future. Mellon Institute has been asked for an expres sion of interest on the possibility of preparing a definitive, objective, scientific review of the health effects of pesticides. The idea is that it would be less likely that "Silent Spring" would be as widely quoted if there were such a reference. A copy of Dr. Webb's reply is attached. If the National Agricultural Chemicals Association should wish to discuss the matter further, I should like your permission to call upon Kettering Lab for such advice and consultation as might allow us to do the best possible job. I would be especially interested in Mitch Zavon's clinical experience

and general orientation (resulting from his association with Shell Chemical) and Jack Cholak's chemical and physical analytical experience. Your guidance would be invaluable at all stages. I would like to have Mitch Zavon designated as my primary contact, if possible, until we can assemble a fairly comprehensive draft of the report. It would be desirable to have such consultation by yourself and others on a fee basis. The final report would be prepared here. There is nothing definite at this stage as you can see, so I will appreciate your keeping this confidential for the present.
I feel sure you will agree with the need for such a reference, and for a review of ways in which the insecticide industry can more effec tively control hazards arising out of use of its products. If you should have any critical comments at any time, please be assured that they will be wel come.
