He is also responsible for the main tenance of the quality of all products manu factured in Plant "A", Nitro and Norfolk; the accomplishment of low costs of manufac ture and all activities incident to the production of products of massailable quality at lowest attainable costs in the shortest . feasable time. To advise with the President of Rubber Ser vice Laboratories Company on all matters concerning the manufacturing operations at Nitro. . To keep in close touch with all manufacturing processes, yields and costs and constantly seek to improve them. To prepare and submit to Technical Director an annual budget of proposed capital expenditures ' on plant and equipment in St. Louis, Nitro and Norfolk. 8. To direct the actdcities of the superintendent of Plant "A" to the end that all operations will be at a high level of efficiency. 9. To incuire, examine into and act upon reports from all departments of Plant "A"; also from Nitro and Norfolk department0! reports, monthly- report o? 11 operations in each department, monthly estimate of ram material requirements for all departments, monthly statement of by product stocks, monthly statement of all stocks ' of finished products, weekly ani monthly reports ' on employment, wage-rates, bonuses and labor turnover in each department. - 11.
