Alabama Legislature Organizes Itself for the Next Quadrennium
he Alabama Legislature's organiza tional session ended much the way it began. A divided Senate abruptly adjourned Thursday, Jan. 14, leaving undone a major part of the business usual ly handled during the organization, while the House quietly went about its business.
The Senate started the new quadrenni um with a showdown over control of the Senate. Sen. Lowell Barron, D-Fyffe, was elected president pro tempore of the Senate over Sen. Gerald Dial, D-Lineville. Dial was supported by Lt. Gov. Steve Windom's Bipartisan Leadership Coalition. Barron won the vote by an 18 16 margin. Barron's election set the stage for the next big vote, adoption of Senate rules. In years past, lieutenant governors gained authority over the Senate through the Senate rules. If Windom and his sup porters did not have enough votes to elect the pro tern, they were not going to be
able to keep the Senate rules that formerly gave the lieutenant governor the right to appoint committees. The rules were adopted along the same 18-17 vote, and gave much of the power traditionally held by the lieutenant governor to the president pro tern. One of the most surprising rules gives the authority to preside to the presi dent pro tern if the lieutenant governor leaves the chair for any reason. Windom said he'll do his best not to leave the chair and quipped that he might have to look into getting a catheter.
Meanwhile in the House, things went smoothly. Rep. Seth Hammett, DAndalusia, was elected Speaker of the House without opposition. Subsequently, Rep. Demetrius Newton, D-Birmingham, made history as he was elected the first black speaker pro tern. The House mem bers also adopted rules under which they will operate for the next four years.
Both chambers were expected to adopt "joint rules" before they adjourned, but the Senate adjourned sine die on Jan. 14, after the House already had left for the day and had agreed to come back the next Tuesday. Senators apparently were unable to come to agreement on a proposed rule that is designed to stop conference com mittee members from hiding special pro jects in the budget at the last minute. That proposed rule has been championed by Sen. Hap Myers, R-Mobile, and Speaker Hammett. So the House came back in on Tuesday simply to adjourn sine die.
Unless the governor calls a special ses sion, members of the House and Senate will return to Montgomery on March 2 to convene the 1999 regular session of the Legislature -- adoption of joint rules is expected to be a priority. Your next Legislative Bulletin will be dated March 5.
