HURRICANE PROCEDURES
The purpose of this procedure is to define the organization, list the general precautions to be taken, and establish certain responsibilities for these precautions when a hurricane threatens the area.
The procedure consists of four different parts:

B. Hurricane Information - Weather reports and hurricane.information will~ . be accumulated in the Radio Roam end coordinated by the Shift Super- --
intendent. This will Include regular weather reports and bulletins from
the Weather Bureau as received over the NCAA weather wire in that
room. Also, any information that is received over the Shortwave Radio.",
(Hurricane Net.) will be included.
This information will be communicated to the General Chairman,
the Coordinator and the various committee chairmen or their alternate
by the Shift Superintendent.
The Radio station will be manned on a 24-hour basis by designated
operators as determined by the Coordinator.
C. Operations - In general, the plant will operate during gale winds, but

allow personnel that are not required to monitor the facilities to return home. The General Chairman and the Coordinator will confer an the

The progress of each hurricane will be plotted on the map in the
Shift Superintendents' office. A seeled overlay will be used to determine
the.distance from the plant to the fringe of hurricane winds.
.0) A Hurricane Alert will be issued by the Coordinator when
gale force winds approach within 43 hours of the plant. At
this time each area of the plant will take action as outlined
in the Hurricane Alert section of this procedure.

D. General Duties

(1) The Coordinator will direct the overall activities end communicat
to the other chairmen.

(2) Maintenance - The primary responsibility will be to survey all areas
outside the process units and secure windows, doors, awnings, loose
material, cranes, etc. All construction jobs should be checked. A1J
motor vehicles should be serviced and ready for use. These activities
are required primarily during the Hurricane Alert and are defined more
fully in that section.

(3) Medical,Safety and Fire Protection - Their responsibility is to
stock up on supplies and prepare to render any services that are required
in these areas.
(4}: Cafeteria - At the issuance .of a. Hurricane Alert/ the Cpfeteria
Manager will be advised to stock up on normal supplies and food that
does not require cooking. Collect extra drinking water. The Cafeteria

will remain open during the Hurriccne Alert and plcnt shutdown.
(5) Engi neering - The Maintenance Department will issue separate
Work Orders for hurriccne preparation and hurricane repairs. This
Information can be used by the Engineering Department in assessing -
damage. `

Rcdio and TV stations. Each operations unit will be surveyed for

volunteers as soon as the Alert is issued. A skeleton crew, as
determined by each unit, will be required for general surveillance of ' .....

E. The startup Coordinator will be designated some twelve (12) hours
before the plant shutdown^ It will be his responsibility to
- (1) Determine what units are to be started back up after the
hurricane.
(2) See that the plant has been surveyed and that no damage
exists that would keep specific units from operating.
(3) Develop sequence of startups.
(4) Serve as overall Coordinator for the startup.

U. HURRICANE ALERT
A Hurricane Alert is issued by the Coordinator when the danger of strong gcle
winds is.withm*d'ppfoximDte1y'43.,haurs'df tha plant. This is a signal to. survey
the entire plant, collect loose material, stock up on certain supplies and in general
prepare the plant for the strong winds that are expected.
Each section will take specific action as detailed in their areas. At present fne
plant is divided info fen General Areas with a designated responsible person. A
general check l.ist is attached for guidelines.

1. The Mobile First Aid unit will be brought into the plant and placed inside Plant A Machine Shop.
2. Plans will be made to man the Medical Center on 24-hour basis during the hurricane.

4. A supply of masks will be placed in occupied buildings during the hurricane.
5. The medical stock will be reviewed and replenished as required.

III.' PLANT SHUTDOWN
..
The overall activities of the plant shutdown will be coordinated.by the Coordin
ator on duty. As previously stated, the final decision to start shutdown activities will
be made by the General Chairman or his designees. The zero (0) hour is stated as the
estimated approach of hurricane force winds at the plant.

In general, the actual shutdown would develop in steps starting as much as twenty
four (24) hours prior to hurricane winds.

The first phase of the shutdown is outlined below, with indicated times to start
action.
1. Twelve hours prior to hurricane winds:
(a) Shut down and secure all hydrogen compression systems.
(b) Start reducing VCM rates to
minimum.
(c) Shut down OHC capacity not needed.
(d) Shut down and secure anhydrous - Pels operation.
(e) Lower Per/Tri reactor rates to atmospheric rates.
(f) Shut down Frit reactor.
2. Eight hours prior to hurricane winds:
(a) Shut down VCM.
. ` (b) Shut down EC.
(c) Shut down HC1 absorbers.
(d) Shut down tetra and clear chlorine line to Liquefaction. .
(e) Shut down remaining OHC reactors and secure ethylene line at
metering stction.
(f) Secure Pigments furnace and silicate production.

3. 5even hours prior to hurricane winds:
(a) Shutdown circuits 11 and 12.
(b) Shut off chlorine gas to Conoco.
(c) Shut down two (2) Per/Tri reactors.
(d) Shut down Tri-Ethane.
(e) Shut down C Caustic.
(f) Shut dovyn C Power.
(g) Shut down Pigment dryer operations.
4. Six hours prior to hurrlcone winds:
(a) Shut down mercury circuit.
.(b) Shut down EDC. Secure chlorine and ethylene lines:
(c) Shut down two (2) Per/Tri reactors.
(d) Shut down Riverside power as can be spared.
(e) Shut down A evaporators.

5. Five hours prior to hurricane winds:
(o) Shut down remaining Per/Tri plant. Secure chlorine and oxygen lines. (b) Shut down sewer separation system. Bloch off natural gas. (c) Start shutting down diaphragm circuit. (d) Shut Powerhouse A down to one boiler and one generator. (e) Shut down Liquefaction as circuits come down. Bleed pressure off ell

IV. PLANT START-UP

The plant will be started back up as soon as possible after the hurricane has
moved through the area.
At the twelve hour shutdown period a startup coordinator will be designated
by Management. He will work through the same organization and start detail
plcnning as to what units are to be started back up and in what sequence. As soon
as possible the Startup Coordinator should
(1) Outline the sequence of the startup.
N, (2) Determine what units, if any, are to be left down.
. (3) As soon as the hurricane has cleared the area^his Coordinator will see
that a complete survey of the plant has been made for plant damage or
items that would prevent plant operations*
(4) The normal sequence of startup should be:
(a) Start up Power Plant A facilities. .
(b) Start Plant A diaphfogm circuit as Liquefaction and power are
available.
(c) Start up Plant C power facilities.
(d) Start up Plant C chlorine circuits as power and Liquefaction are
available.
(e) Start up Riverside Power and Mercury Circuit as Liquefaction and
chlorine consumers are available.
^ (0 Once steam is available. Plant B can start up their units as their
area permits.
