Your recent request for help in locating present sources of FC3 in the Detroit area has been thoroughly and seriously considered.
It has always been Monsanto's policy not to divulge the names of our customers for the products we make nor the quantities of products these customers purchase. We con sider this to be proprietary information and, therefore, hold it confidential. Consequently we do not feel free
to comply to your request.
We certainly Ehare your concern and desire to control the discharge of FCB's into the environment. It is because of this concern that we implemented a program of selfimposed curtailment of sales of these products so that now we are only offering continuing supplies for closed system dielectric applications v.he-re the potential danger of environmental contamination is carefully controlled.
Furthermore, as another step in safeguarding the environ
ment we have informed all customers of FCB materials of
the potential dangers should these materials escape end
have strongly urged them, to take every precaution to
prevent losses through spills, usage, leakage, disposal,
vaporisation or otherwise.

Confirming our telephone discussion it is my understanding from talks with representatives of the Food and Drug Adminis tration that the banning of PCBs from food packaging materials plants as described in the proposed rulemaking published in the March 18, 1972 issue of the Federal Register was not intended to apply to the use of fire resistant PCB fluids in electrical capacitors and transformers.
The office of the Hearing Clerk, FDA, ha3 received several comments relating to this need for clarification. I personally believe that when the regulations are revised that some specific references will be made to transformers and capacitors and conditions under which they will be permitted.
These conditions will probably involve such items as the safe handling and proper disposal of the waste fluids.

I Title: Physiology of Low Level Intake of Polychlorinated Biphenyl Isomers by Chickens
II Justification: Polychlorinated biphenyls (PCBs) are widely distributed in the global environment. They have been prepared and used commercially since 1929. Although their production, sale and use has been drastically re duced in the last few years, the estimated production in 1971 was still about 20 thousand tons (Chem. & Eng. News 1971). Studies in the last few years have shown a wide environmental distribution for PCBs (Risebrough, et al., 1968). Carpenter and Smith (1972) found wide spread concentrations of small pieces of brittle plastic in the western Sargasso Sea. These particles have surfaces which may serve for the attachment of diatoms and hydroids. They suggested that these plastics may be the source of the PCBs recently found in the tissues of oceanic animals. These facts coupled with the exceedingly long half-life of the PCBs suggest that small amounts of these materials may be found in the future in various kinds of foods and feeds.
Work to date with chickens has been done only with commercial PCBs marketed as Aroclors by Monsanto Chemical Co., specifically Aroclor 1242 and 1248, fed in relatively high concentrations for short periods of time. It would seem appropriate to study the effects of feeding minute amounts of Aroclor or specific PCB isomers to chickens over long periods of time.
Previous work; The toxic effects of relatively large amounts of PCBs (Aroclor) fed to chickens has been reported, (McCune, et al., 1962, Rehfcld, et al., 1971, and Scott, et al., 1971) and in other species of birds (Risebrough, eb al- 1968, end Dc!-` jre.i and Linder, 1971).

Rehfeld, et al., fed Aroclor 1248 to one-day old chicks for 4% to 5 weeks. General edema, enlarged heart sacs and depression of secondary sexual character istics were observed in chicks fed levels greater than 20 p.p.m.. Where 50 p.p.m. were fed in the diet, growth was depressed, mortality was 50% and some birds showed impaction of the crop and proventriculus indicating a temporary stasis of the digestive tract.
Scott, et al., (1971) fed PCBs (Aroclor 1248) to
laying hens for a period of 8 weeks. PCBs were transferred
to eggs, muscle tissue and body fat of the laying hens
but had no effect on shell strength. Ten p.p.m in the
diet reduced hatchability by 20%. after 4 weeks and 44%
after 8 weeks. Muscle tissue lost PCBs rapidly on with
drawal of the material from the diet. The level in body
fat and in eggs remained at a high concentration up to 4
weeks after withdrawal of PCBs from the diet.
There is some indication that the toxicity of Aroclor is correlated with the chlorine content of the material (Rehfeld, et al., 1971). Thus, toxicity may be correlated with relative chlorine saturation of the biphenyl molecule which might indicate that the lower chlorine isomers are metabolized or turned over faster than are those contain ing more chlorine. Desaiah, et al., (1972) have shown that four PCBs in fish exhibit prominent inhibitory effects on oligomycin-insensitive Mg^+ ATPase, with that in muscle homeogenate being the most sensitive. Aroclors . 1242 and 1254 were more inhibitory than 1221 and 1268.
According to a recent science editorial (Chem. Eng. News 1972) the PCB problem is far from resolved. It is reported that some European-made PCBs contain tetrachlorodibenzofurans which are highly toxic compounds and are suspected carcinogens. A nonpolychlorinated biphenyl has been found in the urine of rats fed 100 to 500 p.p.m. Aroclor 1254 and this biphenyl compound was found in the Aroclor administered. It was found to have a mass spectrum number (m/e) of 304. A contaminant with the same m/e number has been identified as tetrachloroparadibenzofuran in the French and West German products. However, the component m/e 304 could be tetrachloromethyl biphenyl since methyl biphenyls are present in trace concentrations in the

feedstock used to make PCBs. Rats fed the above Aroclor have enlarged livers and abnormalities in the liver cells. Whether the m/e 304 component contributed to the toxic effect is not known. The same type of liver enlargement has been observed in chicks (Rehfeld, et al., 1971).
PCBs appear to block the chick's response to Vitamin D.
This may partially explain the involvement of PCBs in egg
shell formation, contributing to thin shells.

Methodology using gas-liquid chromatography (GLC) for the determination of PCB still leaves much to be desired. "The pattern of GLC peaks from a sample contain ing PCB is often not exactly like that from any of the Aroclors. This is probably due to a combination of cir cumstances, e.g., weathering and/or metabolism of the residue; and perhaps variation in the recovery of the different PCB components through the methodology. Choosing an appropriate Aroclor reference against which to measure a residue requires good judgment on the part of the analyst." (Pesticide Anal. Manual Vol. I, Section 251.17). Thus, work needs to be done to standardize the methods of analysis for PCBs. Also, standards of reference must be employed which are consistent among laboratories.

IV Objectives
1. To test the long term effects in chickens of continuously feeding diets containing small amounts of an Aroclor or pure polychlorinated biphenyl isomers.
2. To study assay procedures for the quantitative esti mation of polychlorinated biphenyl isomers in feed ingredient, feeds and animal tissues.
3. To investigate methods for blocking the physiological activity of PCBs.
V Procedure
Male and female chickens of a meat type production strain -will be used in both meat and egg production studies. They will be fed commercial type rations to which will be added either an Aroclor, a pure polychlorinated biphenyl isomer, or a combination of isomers at preliminary levels of 0, 0.01, 0.10, 1.00, and 10.0 p.p.m. Nanogram and picogram levels may be investigated depending on results with the preliminary levels.
The PCB materials which will be investigated are as follows: Aroclors 1232, 1242, 1248, 1254 and 1260. In addition, the initial isomers to be studied are:

Feed consumption, growth data, egg production and mortality records will be maintained. Tissue accumulation of PCBs will be followed by tissue analysis either following

slaughter of representative animals or by tissue biopsy techniques. Tissues which will be analyzed are liver, muscle and fat. PCB content of feces will be determined.
Any animal dying will be autopsied and appropriate gross and histological observations will be made.
Analysis for PCBs in tissues and eggs will conform to present official procedures outlined in Pesticide Analytical Manual, Vols. I and II, Food and Drug Admin istration, U.S. Department of Health, Education and Welfare, 1971, and the `'compilation of PCB analytical procedures iised by FDA laboratories," 1972, or their revisions.
Broiler studies will be for 8-week periods. Females used in egg production studies will be fed the test rations from day of hatch through the first laying year. Tests for fertility and hatchability of eggs from hens will be carried out. Also, the carry over of PCBs from egg to the baby chick will be investigated.
All animals, eggs and litter to be disposed of will be burned in an incinerator equipped with a stack burner to completely combust escaping gases.
The ability of the gut to transport PCBs will be investigated by the Crane and Wilson technique (1958) in which an everted section of gut is formed into a sac and incubated in a glucose buffer containing the material to be transported. This technique will permit tho otuAy of materials which might block the uptake of PCB by the intestine.
The data will be analyzed by appropriate statistical methods.

It is understood and agreed that as a consultant you will provide MONSANTO with the full benefit of your knowledge, experience and skill in the evaluation of the impact of industrial chemicals in the environment. It is agreed that with respect only to specific materials concerning which you actually consult with MONSANTO your consulting services during the period of this agreement and any extensions thereof shall be on an exclusive basis.

MONSANTO agrees to pay you at the rate of three hundred dollars ($300.00) per day for each day of consulting services actually provided to MONSANTO or forty dollars ($40.00) per hour spent on behalf of Monsanto in your office. Payment shall be made promptly following submission by you of an invoice specifying the date and location at which consulting service was provided.
It is understood and agreed that MONSANTO will stipulate the places and locations where you will provide consulting services and where this requires you to travel away from your regular place of residence or business MONSANTO will reimburse you for the reasonable traveling and living expenses actually incurred by you upon submission by you and approval by MONSANTO of an itemized account of expenses for which you seek reimbursement; provided, however, that, travel time shall not be considered to be time spent in providing consulting services to MONSANTO.
Inasmuch as MONSANTO will, during the period of this agreement and any extensions thereof provide you with information considered to be confidential and proprietary, having been developed by

MONSANTO at considerable expense, you agree to use such infor mation only for purposes of providing consulting services to MONSANTO and to preserve such information, as well as all information developed by you as a result of your services to MONSANTO, in confidence and not to disclose the same to others for a period of five (5) years from the date of this agreement, and, that upon termination of this agreement, or at any other time MONSANTO requests, you will transmit to MONSANTO any written, printed, or other materials embodying such confidential information, including all copies and excerpts thereof, given to you or prepared by you in connection with your work for MONSANTO under this agreement.
It is understood, however, that this agreement is not intended to restrict your use or disclosure of information which (1) is or later becomes publicly known under circumstances involving no breach of this agreement; (2) was already known to you, as evidenced by your written records, at the time of its receipt , from MONSANTO; (3) is lawfully and in good faith made available to you by a third party. It is further agreed and understood that specific information disclosed to you by MONSANTO shall not be- deemed to be available to the public or in your prior possession.

make within the consulting period herein provided for and any extensions thereof and which are related to any question or problem with respect to which MONSANTO has utilized your services under this agreement, and/or as a result of information received from MONSANTO, shall be the sole and exclusive property of MONSANTO, and that you will, upon request by MONSANTO, promptly execute any and all applications, assignments, or other instruments which MONSANTO shall deem necessary or useful in order to apply for and obtain Letters Patent of the United States and all foreign countries for said inventions and discoveries and in order to assign and convey to MONSANTO the sole and exclusive right, title and interest in and to said inventions and discoveries and patent applications and patents thereon. It is understood that MONSANTO will bear the cost of preparation of all such patent applications and assignments, and the cost of prosecution of all such patent applications in the United States Patent Office and in the patent offices of foreign countries.

There are, of course, many individuals eminently qualified who
could prepare such review. I was personally impressed by an
article on PCBs which appeared in the October 1970 issue of
Environmental Science and Technology. I have attached a copy
in the event you have not read it. '

The author. Dr. Carl G. Gustafson, was able to grasp the salient facts in a highly complex situation and present them in an easily read and objective text.
I do not know if Dr. Gustafson has any further interest in writing about PCBs. I suggest, however, that he be approached as a potential author of your review. If he cannot prepare an article, perhaps he can recommend someone who can.
Monsanto representatives are available to discuss PCBs with the person selected and to inform him of the current PCB situation.

VJe have received your letter of May 17, 1972, and are very sorry to hear about your son's problem. It cer tainly does sound mysterious, and it would appear that it may be difficult, if not impossible, to determine its cause.
To answer your question as specifically as we can, there is no way we can tell you what manufacturers in the field of sporting goods equipment might have used PCBs because certain of our sales of plasticizer PCBs were made through, distributors and our records do not show who their customers were. We have reviewed our sales records and find no direct sales to the companies which you mentioned.
We discontinued sales of PCBs for use in plastics approxi mately twenty months ago. A check with the distributors likely to have serviced the companies which you mentioned does not disclose any helpful information. We are also unable from our records to determine who among our former customers or customers of our distributors might, continue to have plasticizer PCBs in inventory.
We therefore suggest that you might want to pursue the matter directly with the companies which made the equipment which your son was using. We can tell you, however, that we have never heard of a report about a problem similar to the one your son encountered occurring in a user of a plastic product that contained PCB as a plasticizer.

In response to your letter dated.May 26, I have the following comments to offer.
The disposal of obsolete and rejected capacitors is particularly challenging since high temperature incinerators required for proper disposal are not available. Lacking this type of facility, the use of approved landfills, not located near water, should be considered.
Laboratories throughout the world have continually searched for a fluid as an alternative for PCB. With the recognition of the PCB environmental problem, this effort has been accelerated, but no material which has the proper dielectric characteristics, as well as fire and explosion resistance, has yet been developed. Assuming a material with the desired chemical and physical proper ties were known now, it appears to me that an additional three years may be required to thoroughly evaluate it toxicologically and environmentally, as well as commercially.
The American National Standards Institute Committe C-107 met on May 25 to complete a draft of the proposed guidelines. This draft will be presented to the full committee within a month and will then be submittedJfor approval by letter ballot to the
sponsoring organizations.

Aroclor 1260 was a chlorinated biphenyl mixture with 60^ by weight of chlorine present. Aroclor 5^-32 was a chlorinated terphenyl mixture with 32$> by weight of chlorine present.
You will note I used the past tense in referring to these materials. Your client. The Q. T. Schjeldahl Company, has not been able to purchase Aroclor 1260 since August, 1970 and Aroclor 5^32 since March, 1972. Manufacture and sale of both of these products have been terminated by Monsanto because of the potential environmental problems which they might create,

I regret and apologize for the delay in responding to your letter dated May 8.
Monsanto recognized that polychlorinated biphenyls (PCBs) were being identified as an environmental pollutant and beginning in the summer of 1970 developed a program for the termination of sales of PCB to uses which could hot be controlled and for which alternative materials could be found.
Sales are now limited only to approved customers for dielectric applications in capacitors and transformers used for ballast, motor control or power transmission. To date no alternative fluid which has the proper dielectric characteristics, as well as fire and explosion resistance, has been developed.
