Three refineries started in that era survive today: Texaco (Briefly Star Enterprise now Motiva) Magnolia Petroleum (Then Socony-Vacuum then Mobil now ExxonMobil) Gulf (Merged into Chevron recently bought by Clark now Premcor) The early refineries simply boiled crude oil in batches and collected the fractions that came off. Texas Energy Museum maintains an exhibit describing the early Oilfield days. The museum is located downtown Beaumont at 600 Main Street. Spindletop played out quickly, but discoveries at Sour Lake, East Texas, and elsewhere replaced the production The Neches River was dredged to a dept of nine feet as far up as Beaumont in 1908. However, creation of the three port districts by the Texas Legislature in the 1940s gave industrial development a big boost. The refineries made steady growth over the next years and were joined by Atlantic Richfield in 1935. These refineries were in a sense "anchors" that caused development of other petroleum / chemical plants. (U.S. Government) built two identical synthetic rubber plants in Port Neches. The Japanese War effort blocked vital supplies of natural rubber from the Philippines. Firestone Company in Akron, Ohio had already demonstrated that a synthetic rubber could be made from petroleum-derived chemicals. The RFC plant was operated by the government until 1955 and provided vital rubber for the war and reconstruction effort. It is now owned and operated by Ameripol-Synpol. High-octane airplane fuel was also important to the war effort. Gasoline "straightrun" from crude oil distillation is low in octane. Rearranging hydrocarbon molecules making aromatic and branch chain molecules out of straight ones, makes higher-octane gasoline. Also, refineries combined smaller molecules with a new process called alkylation to make more gasoline. High-octane gasoline helped win the air-war over London. When Winston Churchill said, "never in the history of human conflict was so much owned to so few by so many", he could have included the contribution made by plants in this area made to the war. POST WAR A different type of development began near the end of the war. Early work by inventors Hyatt and Baekeland foretold a new type of material - Plastics. Of greater significance to the area was the work of some more recent researchers: 1934 - Fawcett & Gibson 1935 - Carothers 1937 - Bayer 1938 - Plunkett 1957 - Zeigler 1957 - Natta ICI DuPont Bayer DuPont (Britain) Nylon Polyurethanes (Germany) Teflon HOPE (Germany) Polypropylene The work by Ziegler and Natta on organometallic catalysts in particular made possible the production of polyethylene and polypropylene plastics at low pressures. The availability of raw materials from the refineries already located here attracted Hundreds of Millions of Dollars in capital investment here to make Plastics. DuPont started making Nylon at its Sabine River works in 1946. The Beaumont works started eight years later. The Beaumont works converts natural gas into chemical intermediates and polymers using catalyst technology. In the early 1950s Time, Inc., sought entry into paper production and incorporated East Texas Pulp & Paper Company with the Houston Oil Company. The mill at Evadale (Temple-Inland now Westvaco) prospered because of availability of Southern pine and hardwood nearby. In 1966, Owens-Illinois started a second mill (Now Inland Orange) to make linerboard. RECENT YEARS Refining Operations have been under attack from all sides: Feedstocks - have changed to heavier and more sour crude (Almost half of U.S. Oil is still imported.) The main refinery product (gasoline) must meet new "reformulated" standards under the Clean Air Act. Refinery margins are near record low levels. Plant emissions are monitored to meet tightening EPA standards. OSHA, is increasing its involvement in operations. Lawsuits are bought against "deep pocket" companies with increasing frequency and size. It is not surprising that these factors have caused some changes: Chevron - experienced downsizing - sold refinery to Clark & merged their chemical operations with Phillips. Union 76 - shut down the Smith's Bluff refinery - now operates as a terminal. Texaco - formed a 50/50 partnership with Saudi Aramco in 1989 (called Star Enterprise), sold off chemical operations to Huntsman, and then merged refining operations with Shell to form Motiva. Mobil and Exxon merged to save overhead costs. Chemical Plants have been under some of the same stresses. Their products, in general, tend to be "downstream" but more valuable. Chemical Plant technology is changing more quickly. All of the surviving companies are undertaking major investments often without increasing capacity. They are pro actively involved in supporting the community and protecting the environment.
