Pursuant to notice, a meeting of the Board of Directors was held September 20, 1978, at the Marriott Twin' Bridges Hotel, Arlington, Virginia. The meeting was called to order at 11:40 AM. The following directors were present:

Minutes
On motion, minutes of the preceding meeting, June 28, 1978, were approved as submitted.
Financial Report
The financial statement for the eight-month period ended August 31, 1978, having been reviewed and accepted at the annual meeting immediately preceding, was noted for record purposes only.
Executive Committee
On motion, members of the Executive Committee, as previously designated by directors, were approved for continued service. Executive Committee members are:

Response to HEW Initiatives
Mr. Dougherty referred to the speech given by HEW Secretary Joseph Califano on September 11 before the AFL-CIO's national conference on occupational safety and health and of the consider able coverage by the news media. Secretary Califano alleged

that at least 20 percent of all cancer in the United States is work related, and that asbestos exposure will account for about 17 percent of the total number of cancer deaths expected during the next 30-35 years. A study prepared by the National Cancer Institute, Institute for Occupational Safety and Health, copy obtained September 18, purportedly documented the statistics cited in Califano's speech.
Mr. Dougherty said that the Executive Committee had prepared a news release as an initial response to Secretary Califano's statement (copy enclosed). Comment was requested as to possible further actions that the Association might take. It was re called that a basic public relations policy for the Association had been discussed and approved at the last directors meeting.
Mr. Marsh said that any further response could be made in scientific, political and news media areas. Mr. Sheridan, referring to the Association's assessment of the NCI study, suggested that another press release could be issued upon completion of this work, and that an appropriate letter could also be forwarded to Secretary Califano. It was suggested that certain materials might be prepared by the Association and provided members for their use as deemed appropriate.
A discussion followed after which it was agreed that the Executive Committee should give additional attention to this subject and it would be further considered at the next direc tors meeting.
Mr, Dougherty expressed appreciation to the directors for their comments and suggestions. He noted that industry may expect continued frustration from public comments and reporting on asbestos-health issues.
As a related matter, and as an example of positive action by a member company responding to irresponsible press, Mr. Rainey reviewed a fact sheet that his firm had prepared.
Other Business
The next regular meeting of directors is scheduled for Wednes day, December 13, 1978, at the Quality Inn, Pentagon City, Arlington, Virginia, commencing at 9:00 AM.
Adjournment
There being no further business, the meeting was adjourned' at 12:27 PM.
